1) Carry out and implement Company’ HSE policies and management policies.

执行公司的HSE政策和方针。

2) Strictly follow drilling contract and drilling program, avoid all kinds of evitable

accident or incident. Supply good service to satisfy Oil Company (the Operator). 严格执行钻井合同和钻井设计，避免所有可避免的事故，为甲方提供满意的服务。 3) Set a good example for the others by his professional HSE, management and

drilling performance etc.

在HSE、管理和作业表现等方面，起好带头作用。

4) To be responsible for rig overall management, including the management of

Chinese or overseas personnel management (such as: on-duty and off-duty rotation plan, promotion and demotion or dismiss), HSE, equipment and down-hole engineering and etc..

负责井队的全面管理，包括：中国和海外员工的管理（比如倒班计划、员工的提拔、降级或解雇等）、HSE 、设备和井下作业。

5) Coordinate the relationship among rig team, Oil Company and all third parties.

Well organize rig crew to perform drilling jobs in the most efficient, safest way under the instruction of Company representative.

协调井队、甲方和第三方在作业现场的关系，按照甲方代表的指令，高效、安全地组织钻井施工。

6) In case that there is any different idea with Company Representative, suggestion

should be made immediately to prevent rig personnel, rig equipment and well-bore hole from all kinds of damage.

一旦与甲方代表有不同意见，应及时提出建议使井队人员、设备和井眼免受各种损害。

7) To be responsible for materials pre-planning, controlling and managing.

负责材料的提前计划、控制和管理。

8) To be responsible for arranging program to train employee.

负责安排中方和当地员工的培训。

9) Implement other temporary tasks specified by leader from time to time.

完成领导安排的临时性工作。

10) Organize daily operation meeting with the following attendees: The toolprusher,

HSE officer, mechanical engineer, electrical engineer, TDS engineer and driller. Clearly understand the latest operation. Analyze and solve encountered problems. Check around and inspect the working status of the personnel and equipment.

每日组织召开生产碰头会，要求带班队长、HSE监督、机械师、电器师、TDS工程师和值班司钻参加，准确掌握生产动态，并及时分析和解决生产中出现的问题，巡回检查各岗位、设备情况。

11) Arrange a weekly safety analysis meeting.

每周组织一次安全分析会。

12) Arrange a monthly meeting to summarize the operation. Point out the progress

and shortcomings. Arrange the operation for the next month. 每月召开一次生产总结会，总结成绩，找出差距，安排下月工作。 13) Hold a quarterly meeting for profit & losses management analysis.

每季度组织召开一次经营分析会。

14) Participate in the oil company’s operation plan.

参与业主的生产作业计划。

3. HSE岗位作业指导卡

3. Post HSE instruction card

job title：rig manager card owner：

Under the age of 45, with the certificate of a technical secondary school (or similarity) or above and major in drilling engineering, with fluent English communication skills and competent computer knowledge. Participate in the training course of rig manager. Hold the valid IADC well control certificate and HSE training certificate. Minimum of 6 years in rig site and of 3 years experience to be a tool pusher, assistant tool pusher or drilling engineer. Be responsible toGWDC Drilling Branch Co., and the overseas project team that you are working for. Rig overall management, such as: HSE, personnel, operation,living, equipment, material ,quality control, administration, business management. Entitled to punish those who refuse to observe the HSE rules, offer rig crew a healthy and safe environment. Check around, pre-job meeting, duty inspection, inspect job performance of drill shift, post-job meeting, operation meeting, business management meeting. Love his own job，strictly follow the instructions from higher management or his immediate boss. Never direct any operation against safety rule or procedure.
