HSE监督岗位职责 HSE Supervisor 第1版第1次修改 2007年06月发布 1. Post duties岗位职责:

1) To make and implement HSE plan of drilling team. 制订和落实钻井队HSE工作计划。

2) To establish and complete HSE management organization and management

rules of drilling team.

建立、健全基层作业队HSE管理机构和各项HSE管理制度。

3) Based on the realities in terms of geography, climate, transportation, security and

geology etc. in the existing operation area, to make HSE guidance of drilling team. Work out emergency response plan and submit it to GWDC HSE department for approval.

结合作业地区的实际情况（地理、气候、交通、治安、地质等），作好基层作业队HSE作业指导书，并制订相应的各项应急预案，报公司HSE部审批。

4) Cooperate with rig manager to conduct full range of supervision and instruction

to rig’s HSE management.

配合平台经理，对井队HSE工作进行全面监督、指导。

5) Supervise drilling team to implement GWDC HSE management system and HSE

systematic management rules. If any inaccuracy is found, report to HSE superintendent and GWDC HSE department.

督促井队落实公司HSE管理体系及HSE系统化管理有关措施，并将在实施过程中发现的不完善等问题向HSE高级监督及公司HSE部报告。

6) Participate in the evaluation& assessment of drilling rig’s HSE performance. 参与对井队HSE工作的考核。

7) Give suggestion to punish the person who against HSE rules and make the

accident. Report it to project team and GWDC.

对HSE事故责任人提出处理意见，报项目部和公司处理。 8) To hold weekly and monthly HSE routine meeting. 召开每周、每月的HSE例会。

9) To meet HSE requirements issued by GWDC, the operator and the local

government.

落实公司、业主和当地政府的HSE要求。

10) To perform all kinds of HSE inspections and practice different emergency drills as

regulated. Submit the relevant reports to the immediate supervisor and project team.

按规定进行各项HSE检查、各种紧急情况下的演习，并向上级监督和项目部提交检查报告。

11) Assist the immediate supervisor to investigate, collect evidence, write reports

and make the final decision with all kinds of HSE accidents. 协助上级HSE监督进行各类HSE事故调查、取证、汇报、结案等。

12) To make plan for safety equipment outfits. Supervise drilling team to use,

maintain them correctly.

提出安全设施配套计划，督促正确使用安全设施，并做好相应的维护保养工作。 13) In the process of drilling operation, to make risk assessment for rig move, rig up

&down, casing running, pressure test, downhole accidents or troubles handling&tacklingand other similar important operational items and potential risk resources, make out and implement risk reduction plan and issue work permit as required.

根据施工情况，对特殊作业和重大施工（如搬家安装、起放井架、下套管、试压、处理井下事故和复杂等）和重大危险源进行风险评价、制订和实施风险削减计划，并按照要求签发工作许可证。

14) Be responsible for timely delivering to drilling team with HSE files, notices and

other requirements issued by GWDC and project team. Supervise drilling team to put all of these into effect.

负责及时向基层作业队传达和督促落实公司和项目部HSE管理的文件、通知和有关要求。

15) To give further requirements to drilling team’s general management and

personnel management.

针对基层作业队HSE管理情况，对基层作业队的日常管理以及人员管理提出要求。 16) To collect, arrange, file all kinds of HSE documents. Submit all kinds of HSE

reports and documents, including man hours report, vehicles inspection report, HSE problems and correcting reports as GWDC required.

收集、整理和保存基层作业队HSE资料。并按照公司要求，定期汇报各类HSE管理报表资料（包括百万工时报表、车辆检查表、HSE检查发现问题及整改情况表等）。 17) Get involved in HSE issues with the relationship of the operator, the third parties,

local government, local community and local residence.

参与协调与业主、第三方、当地政府、当地社团以及居民之间有关的HSE工作。 18) To carry out the needed HSE training and presides the key training programs in

person.

Qualification Minimum a technical secondary school’s certificate, assistant engineer. good writing and oral English(or the operation country’s local language), pass 900 English Sentences Test in CNPC. Have four valid certificates needed by GWDC, including firefighting, first aid, H2S, IADC or IWCF well control. Valid period for 2 years. Understand GWDC’s management system, HSE procedures, Operation procedure and the relevant management requirement. At least two years of working experiences related to HSE affairs, drilling, drilling fluid, drilling machine, electrical equipment on the rig. Have good management abilities. Be responsible to project team’s HSE superintendent and rig manager In charge of drilling crew’s HSE supervision, instruction, implementation and management. Entitled to punish those who refuse to observe HSE rules, provide the crew with a healthy and safe environment.
