Driving Factors and Counter-measures of Sino-DPRK Financial Cooperation TENG Kui-xiu YANG Xing-long·10·Abstract:Sino-DPRK bilateral economic and trade relations develop fast since2000.The scale of RMB cross-border flow-ing has been increasing rapidly.However,bilateral financial cooperation lags behind economic and trade cooperation.As a re-sult,efficient flowing and allocation of economic resources in two countries has been restricted.Bilateral financial cooperation should be based on the long term plan of Sino-DPRK economic and trade 031b26473b3567ec102d8a68munication and collaboration be-tween central banks should be strengthened;financial cooperation in border district should be promoted;role of commercial banks in bilateral settlement should be strengthened;bilateral financial cooperation should be promoted;economic and trade cooperation in key regions should be encouraged.

Analysis of the Difference and Similarity among China,Mongolia,and Russia in the Dual Background of Asia-Europe Fusion and Integration of Asia-Europe Branch Land Bridge WANG Gang·19·Abstract:Compared with the economy of European Union,the economy of Asia which is dominated by Chinese economy is developing fast.In order to rebalance the Asia-Europe trade and investment,economic connection and integration between the two regions should be strengthened.The construction of Asia-Europe branch land bridge is the foundation and precondition of Northeast Asian economic integration process and Asia-Europe fusion.Analysis of the difference and similarity among China, Mongolia,and Russia is of great benefit for establishing the coordination mechanism of national interests with the purpose of sustainable regional development.

Transition of Northeast Asian International Order and the Role Orientation of Great Powers

JIN Jing-yi JIN Qiang-yi·31·Abstract:In the perspective of the trend of world development,the transformation from current international system to the world system is the so called"transition period"of international system.Proper role orientation of great powers,which is the transition from hegemony model to leading-power model,is required.In order to be the leading-power,China should not only set up the common consciousness of human race from the deep layer of culture,but also construct the concept system with the core of"Harmonious World"and the content of righteousness,justice,ration,democracy,win-win and peace.

Russia's Northeast Asian Policy JI Zhi-ye·47·Abstract:Northeast Asian policy plays a very special role in Russia's foreign policies.Russia's Northeast Asian policy, which is mainly focused on East Siberia and the Far East,tries to keep balance between the two following facts:First,it is nec-essary to actively participate in political cooperation in northeast Asia without endangering the security and stability of Russia's East Siberia and the Far East;Second,it is necessary to actively participate in Northeast Asia economic cooperation for the de-velopment of East Siberia and the Far East,while the trend that the above region is economically alienated from Russia should be prevented.Russia's policy in Northeast Asia is increasingly active,initiative,and comprehensive.Russia which has trans-formed from spectator to participant is now transforming from ordinary participant to core participant.

An Analysis of Gorshkov's Thought of State Sea Power and Its Contemporary Inspiration:In the Perspective of Sea Power Theory YANG Zhen DU Bin-wei·59·Abstract:Gorshkov's thought of state sea power has been regarded as one of the heights of sea power theories during the Cold War.Gorshkov thought that the ocean was so important that each nation should develop its own sea power,which includes the navy,transport ships,fishing fleet,scientific expedition fleet,and etc.The foremost and primary task for the navy is to take offensive operations on the sea and land.Under the guidance of Gorshkov's thought,the Soviet Navy once could compete with U. S.Navy.However,the defect of Gorshkov's thought also brought serious consequences to the Soviet Navy.Therefore,scholars in this field should think about it more carefully.
